Surah An-Nisa, verse 90: meaning and tafsir
إِلَّا ٱلَّذِينَ يَصِلُونَ إِلَىٰ قَوْمٍۭ بَيْنَكُمْ وَبَيْنَهُم مِّيثَٰقٌ أَوْ جَآءُوكُمْ حَصِرَتْ صُدُورُهُمْ أَن يُقَٰتِلُوكُمْ أَوْ يُقَٰتِلُوا۟ قَوْمَهُمْ ۚ وَلَوْ شَآءَ ٱللَّهُ لَسَلَّطَهُمْ عَلَيْكُمْ فَلَقَٰتَلُوكُمْ ۚ فَإِنِ ٱعْتَزَلُوكُمْ فَلَمْ يُقَٰتِلُوكُمْ وَأَلْقَوْا۟ إِلَيْكُمُ ٱلسَّلَمَ فَمَا جَعَلَ ٱللَّهُ لَكُمْ عَلَيْهِمْ سَبِيلًا ٩٠
except those who join a people with whom you have a treaty[66] or those who come to you feeling discomfort to fight you or fight their own people. If Allah had willed, He would have empowered them to fight you. Therefore if they withdraw and refrain from fighting you and offer you peace, then Allah has not given you permission [to fight] against them.

[66] Believers should honor their pledges. If a party with which believers have a peace treaty accepts those who come to them seeking refuge, then, by extension, the treaty includes them as well.

90. But you cannot act like this with those of them who join a people with whom you have a peace treaty or those who come to you reluctant to fight against you or their own people. If Allah willed to give them power over you, He would have done so and they would have fought you. Therefore, accept the safety that Allah has given you and do not interfere with them by killing or taking any one of them as captives. If they stay away without fighting you and they come to you to make peace, then Allah has not given you any authority to fight them or take any of them as prisoners.
